Abstract
Flooding is one of the most serious problems Senegal has been facing, making it a serious concern for government over the last three decades. Flooding affects both urban and rural areas. Over the past 30 years (1980 to 2009 inclusive), it has affected over 900,000 people, caused the death of 45 people and caused damage estimated at over USD142 million1. In the suburbs of Dakar, flooding has become an omnipresent reality directly affecting the poor. At the end of August 2009, heavy rainfall again caused serious flooding in Senegal, particularly in Dakar but also in the rest of the country. In Dakar, the periurban areas were hit the hardest. In Pikine and Guédiawaye, flooding caused major damage to housing, schools, health centers, roads, markets, places of worship, drinking water supply and sanitation networks, and other public property and services. The National Emergency Plan (Plan ORSEC), which is the main crisis and disaster management system in Senegal, was triggered on August 27, 2009. this report sets out the findings of the post-flood needs assessment prepared at the request of the Ministry of Economy and Finance, under the leadership of the Ministry of Interior, from October 26 to November 13, 2009. The assessment was conducted by a joint team consisting of representatives of the Government of the Republic of Senegal and members of the international community, including the World Bank, United Nations agencies and the European Commission. It was funded by the Global Facility for Disaster Reduction and Recovery (GFDRR) with the support of the Governments of Luxembourg and Sweden, United Nations agencies and other technical and financial partners.
