Supporting Sustainable Post-Earthquake Recovery in China
Abstract
"In recent years, major natural disasters have occurred frequently. The Indian Ocean Tsunami, Snowstorms in Southern China, Wenchuan Earthquate, and Hurricanes in the Southern United States and so on, all have caused a large number of casualties and huge property losses. How to respond to these sudden catastrophes promptly, rapidly and efficiently, and to resume normal production and life in the disaster areas as soon as possible and regain the capacity for sustainable development has become an arduos task placed before the governments and administrative authorities all over the world. In face of the sudden Wenchuan Earthquake, the Chinese government organised and conducted the fastest rescue in history, mobilized the widest range with the biggest input power in the earthquake relief struggle, and saved the maximum lives of the affected people, reduced the maximum losses caused by the disasters. Its response speed, the ability to mobilize various kinds of resources, post-disaster reconstruction effort, and the efficiency of various measures made the whole world see China with a new light. In order to summarize China's experience in post-disaster recovery and reconstruction, under the help of the World Bank and the Global Facility for Fisaster Reduction and Recovery (GFDRR), the Chinese government organized and implemented the project of Supporting Sustainable Post-Earthquake Recovery in China, carried out the deep and meticulous investigations, made the comparative study of the recovery and reconstruction experiences in the main affected disaster areas both at home and abroad, and summarized China's experience in post-disaster recovery and reconstruction for the reference and sharing of the international community."
