National Tsunami Advisory and Warning Plan
Abstract
"This plan describes the national arrangements to receive and assess tsunami information and to disseminate national tsunami advisories and/or warnings. New Zealand is a member of the Pacific Tsunami Warning System (an international system under the auspices of the Intergovernmental Oceanographic Commission of UNESCO) designed to provide timely and effective information about tsunamis or potential tsunamis generated in the Pacific Basin. In New Zealand the system is complemented by GNS Science geological hazards and sea level monitoring. The Ministry of Civil Defence & Emergency Management (MCDEM) is the agency responsible for initiating national tsunami advisories and warnings to the communities of New Zealand. This plan describes the procedures to receive, assess and disseminate tsunami notifications at the national level. However, national tsunami advisories or warnings may not reach all local communities at all times. Local authorities must therefore maintain public alert systems and procedures to communicate tsunami advisories or warnings received from the national level further down stream to local communities. The arrangements for local level public alerting should be contained in CDEM Group Plans. For any tsunami warning to be effective, the population in general must be aware of the nature of tsunamis, the damage they can cause in their areas and ways to mitigate (prevent or avoid) the destructive aspects of tsunamis. The responsibility for public awareness rests at both national and local levels.
